Dona Sarkar who is head of Windows Insider Program at Microsoft has confirmed on her tweet that, If you've run into the "Missing files after updated" issue for 1809/October 2018 fall update Microsoft tools to bring the effected computers back to the original state. The only thing that they mentioned on the support website is "We will provide an update when we resume rolling out the Windows 10 October 2018 update for customers" .
